VDS_E_OPERATION_DENIED
VDS_E_OPERATION_DENIED means that VDS rejects an operation that is not permitted on the current boot, system, or page-file volume, or on a related basic MBR disk. The restriction protects volumes that Windows is actively using to start or run the system.
What to check
- Identify whether the target hosts boot files, the system partition, paging files, or a volume related to them.
- Confirm the intended operation against the current boot configuration before making any layout change.
- Use a supported maintenance or offline workflow when the change cannot safely be made while Windows is using the volume.
