VDS_E_DISK_NOT_INITIALIZED

VDS_E_DISK_NOT_INITIALIZED means that the selected disk has not been initialized for partition management. VDS cannot perform operations that require a recognized disk layout until an appropriate partition style is present, but initialization can overwrite layout metadata on the wrong disk.
