Description:

The volume could not be shrunk because it is encrypted by BitLocker and  Fveapi.dll could not be loaded to determine its status. For this operation to  succeed, Fveapi.dll must be available in %SystemRoot%\System32\.

VDS_E_VOLUME_SHRINK_FVE is not a generic BitLocker-status failure. MS-VDS states that the volume is encrypted and Fveapi.dll could not be loaded to determine its state; the specification requires that DLL to be available in %SystemRoot%\System32 for the shrink operation to succeed.

VDS has separate shrink HRESULT values for a BitLocker-locked volume, a BitLocker error that requires recovery, and a volume already marked for recovery. This code specifically identifies inability to load the BitLocker API component used to classify the encrypted volume before changing its size.

Confirm the numeric code is 0x80042815 so it is not confused with the neighboring locked or recovery HRESULTs.
Check the supported Windows component state and availability of Fveapi.dll in the documented system directory.
After the BitLocker API is available, re-query encryption state and start a new shrink workflow rather than reusing stale VDS objects.
