VDS_E_SET_TUNNEL_MODE_OUTER_ADDRESS

VDS_E_SET_TUNNEL_MODE_OUTER_ADDRESS identifies failure while configuring the outer IP address used for IPsec tunnel mode on an iSCSI portal or initiator portal. The outer address is transport-policy data, not the iSCSI target portal address itself.

Separate portal addressing from IPsec tunnel addressing

Validate the VDS_IPADDRESS type, address bytes and port fields.
Confirm that the selected VDS IPsec method is supported on the Windows release.
Inspect existing IPsec policy and interface routing before retrying.

Several VDS iSCSI IPsec methods are documented as reserved or unsupported. Therefore this HRESULT can reflect an unsupported legacy interface rather than a malformed reachable target. Do not overwrite the target portal address in an attempt to fix the tunnel endpoint; they belong to different layers.
