WU_E_EULA_UNAVAILABLE means the agent could not obtain the license terms required for an update. The update may be detected correctly but cannot proceed through an operation that requires those terms.
What to check
- Check the update service and proxy path for the EULA request, not only for the main payload download.
- Confirm that the update is still offered by the selected service and that its metadata is current.
- In managed deployments, verify whether automatic acceptance is permitted by policy and workflow.
