WU_E_SETUP_IN_PROGRESS means a Windows Setup or upgrade session is active, so the Windows Update Agent cannot safely start its own operation. The system is already changing core files and servicing state.

What to do

Let the operating-system setup, feature upgrade, or repair installation finish before retrying Windows Update.
Do not run parallel update automation while Setup is still active.
If the state persists after Setup has clearly finished, reboot and inspect the Windows Update log for the operation that remains active.
