WU_E_OL_INVALID_SCANFILE means Windows Update could not use the supplied offline scan package. Offline scanning uses the signed Wsusscn2.cab file to detect applicable security updates without contacting Windows Update or WSUS during the scan.

What to check

Download a fresh Wsusscn2.cab from the official Microsoft source rather than reusing an unknown or modified copy.
Do not extract and reassemble the cabinet; WUA validates the scan package signature.
Remember that the scan file contains update metadata, not the update payloads themselves.
