What to check

Check the earlier network and server-selection entries in WindowsUpdate.log for the endpoint and underlying transport error.
For managed devices, confirm that the configured WSUS or intranet update service is reachable and serving a complete, current catalog.
Do not make a TLS-inspecting proxy a workaround: Microsoft documents that Windows Update metadata connections use certificate pinning and should pass without interception.
