OwnerAuth is management authorization, not a user PIN

TBS_E_OWNERAUTH_NOT_FOUND means the Windows provisioning stack expected a TPM owner authorization value but could not find the stored value. This condition is primarily associated with TPM ownership and legacy management flows; it should not be confused with a BitLocker recovery password, Windows Hello PIN, or an object's individual authorization value.

The missing value can reflect provisioning that never completed, policy that deliberately prevents Windows from retaining full OwnerAuth, registry inconsistency, or migration from an older TPM state. Guessing credentials is not useful because the failure is retrieval of the managed authorization material.

Diagnostic path

  • Use TPM readiness information to determine whether OwnerAuth storage is the only incomplete component.
  • Check domain or enterprise policy governing TPM owner-authorization retention and backup.
  • Prefer supported reprovisioning workflows over manually editing registry values.
