What to check
- Identify the service attempting the network operation and the policy that enables Zero Exhaust behavior on the device.
- Check whether the operation is required for enrollment, attestation, recovery, or a management workflow.
- Adjust policy only through the approved management path; clearing TPM state will not by itself resolve a network-operation policy block.
