FVE_E_ACTION_NOT_ALLOWED commonly occurs when two BitLocker operations overlap, such as conversion, protector management, or a policy-driven action. The error does not by itself imply encryption corruption.

What to do

Check current volume status and wait for the earlier action to complete.
Identify overlapping deployment tools, scripts, or management policies that might be targeting the same drive.
Retry only after the volume returns to a stable state and no other BitLocker operation is running.
