FVE_E_NOT_DECRYPTED means the operation is blocked because the target volume still has encrypted data or an incomplete conversion state. Pausing a conversion is not the same as completing decryption.
What to check

- Allow a supported decrypt operation to finish, while maintaining power and storage availability.
- Keep recovery material available until the volume state and new configuration are confirmed.
