Conversion has its own recovery records

BitLocker updates encrypted regions and conversion metadata as a volume moves between fully decrypted, encryption in progress, fully encrypted, and decryption in progress. FVE_E_CONV_RECOVERY_FAILED means recovery after an abrupt interruption could not establish a trustworthy continuation point.

Possible causes include damaged conversion logs, write-protected media, storage errors, or loss of metadata updates. This is not the same as an ordinary locked volume: possession of a valid protector may unlock keys but does not automatically reconstruct incomplete conversion bookkeeping.

Preserve evidence before acting

  • Stop repeated conversion attempts and capture storage-health and BitLocker-API events.
  • Record conversion percentage and state if management tools can still read them.
  • Create a sector-level image when media failure is suspected and retain all recovery material.
  • Note that repair-bde documents a limitation for drives that failed during encryption or decryption; plan recovery to a separate destination rather than assuming in-place repair.
