Two independent recovery interfaces are missing

FVE_E_NO_PREBOOT_KEYBOARD_OR_WINRE_DETECTED is stronger than a keyboard warning. BitLocker cannot confirm that the user can type recovery information in the boot manager, and Windows Recovery Environment is not available as an alternate interface with accessibility and on-screen-keyboard support.

On keyboardless TPM-only devices, Microsoft documents that Windows RE can present the recovery prompt. If WinRE is disabled, misplaced, or stored on an unsuitable protected partition, the recovery experience may become impractical even though the recovery password itself is valid.

What to verify

Run reagentc /info and confirm the configured WinRE location and enabled state.
Test access to WinRE and the BitLocker recovery prompt before enforcing interactive startup protectors.
Confirm the recovery image is on a partition available before the operating-system volume is unlocked.
