SAM is waiting for an external startup key
A historical Syskey mode stored the startup key on removable media, conventionally described as a floppy disk. The status means the Security Account Manager cannot unlock its protected database without that matching external key material.
This is not repaired by creating an empty disk or copying unrelated files. The external key and the registry hives form one protection configuration. On current Windows releases the feature is unsupported, so recovery must focus on the original media or a complete pre-migration backup.
What to inspect
- Locate the exact startup-key media associated with this installation.
- Do not substitute media from another machine or backup generation.
- Keep SAM, SECURITY, and SYSTEM hives synchronized during restoration.
- Migrate recovered systems away from external Syskey protection.
