Windows returns STATUS_APPX_FILE_NOT_ENCRYPTED from application packaging, registration, cache, or activation handling. The package pipeline expected the selected APPX payload to carry its required encryption state, but the file was exposed in a form inconsistent with that policy.

Preserve the original package, verify its source and signing chain, compare deployment method and licensing context, and avoid manually repacking protected Store content.

Do not repair this by encrypting arbitrary files after packaging. Determine which package artifact was expected to be protected and reproduce the package through the supported signing, encryption, and deployment pipeline.
