This status points to quota accounting rather than raw disk failure. The caller can have available free space on the volume while still failing because the user, directory, or storage policy quota is exhausted.
Check the quota that applies to the requesting identity or storage scope and compare current usage with its limit. Free space on the underlying volume can remain available while quota enforcement rejects the write.
