Fast Cache rearming requires a restart

Windows returns STATUS_APP_DATA_REBOOT_REQUIRED from application packaging, registration, cache, or activation handling. The cache was rearmed and Windows intentionally defers further updates until restart completes initialization. Repeated writes before reboot will not repair the state.

Confirm the reboot is not merely a pending fast-startup cycle, preserve relevant servicing activity IDs, then retest after a full restart.

Complete a real restart before changing cache files or package registration. If the status remains after restart, correlate the first post-boot request with servicing and deployment events to find what is rearming the cache again.
