SL_E_CHPA_MAXIMUM_UNLOCK_EXCEEDED (0xc004c008) is a Windows Software Licensing activation-service code. The activation service says the product key has reached its permitted unlock limit. There is no supported local workaround; the entitlement owner must resolve the licensing state.
