SL_E_SERVICE_STOPPING

The licensing service is in its shutdown transition

SL_E_SERVICE_STOPPING (0xC004F075) means the Software Protection service has begun stopping and cannot complete the requested operation during that transition. Unlike SL_E_SERVICE_RUNNING, the required action is usually to let the current stop complete, not to initiate another stop.

Observe the transition

Record service state changes, PID, shutdown/recovery events, the licensing call in flight, and whether SCM or another component immediately restarts the service. Repeated retries during STOP_PENDING can obscure the original timing problem.

Verification

Wait for the service to reach the state required by the caller, then issue one controlled retry. If maintenance requires the service stopped, verify it remains stopped long enough for that operation to finish.
