The disc and decoder regions are incompatible

NS_E_DVD_DISC_DECODER_REGION (0xC00D1169) means DVD playback was rejected because the disc's region policy is incompatible with the region accepted by the decoder path. Reading files from the disc does not prove that DVD-Video playback is region-authorized.

Capture the three region identities

Record the disc region mask, drive region, and decoder region before changing any setting. Also preserve the DVD Navigator result and decoder CLSID so a drive-region problem is not confused with a decoder-region problem.

Verification

Test a disc intended for the configured region, or use a decoder/drive configuration legitimately matching the disc. Do not repeatedly change the hardware drive region as a diagnostic experiment; many drives limit region changes. If the drive and decoder disagree with each other, NS_E_DVD_SYSTEM_DECODER_REGION identifies that different condition.
