NS_E_PDA_INITIALIZINGDEVICES (0xC00D118D) is a transient lifecycle state, not a hard device failure. The Player has started portable-device discovery but the collection is still being constructed when the caller requests work.
Observe readiness
Record device-enumeration start/completion events, Player process lifetime, Plug and Play notifications, and the operation that raced initialization. Repeated polling without respecting readiness can make this result appear deterministic.
Correct sequencing
Wait for the documented device-ready/enumeration-complete state and then issue the operation. If no device appears after initialization finishes, NS_E_NO_PDA describes the different condition.
