NS_E_CD_EMPTY_TRACK_QUEUE (0xC00D11F9) is a queue-state result. The CD reader may be available and the disc may be valid, but playback/extraction starts with an empty track selection.
Inspect queue construction
Record table-of-contents enumeration, selected track IDs, filtering logic, and the queue contents immediately before the start call. UI selection and internal queue state can diverge.
Correction
Queue at least one valid track from the current disc, then start the operation. Read or rip failures that occur after a track is queued should be diagnosed separately.
