Peak bitrate does not exceed the base bitrate
NS_E_INVALID_VIDEO_PEAKRATE_2 (0xC00D1BC2) means the profile's video peak bitrate violates a direct ordering rule: it must be greater than the configured video bitrate for the applicable rate-control mode.
Capture the exact numbers and units
Record base bitrate, peak bitrate, VBR mode, codec/format, audience, and the values after any UI or unit conversion. A value displayed in kbps but passed as bps can make an apparently valid configuration fail.
Verification
Set a peak bitrate above the base bitrate while leaving other video properties unchanged, validate the profile, and repeat the original operation. Do not tune buffer sizes at the same time; buffer-related failures have separate HRESULTs.
