The operation failed because raw-access mode is unavailable for this volume. This is a control-path restriction, not evidence that the disk contents have already been lost or that the usual unlock credential is wrong.
Identify the volume role and current state before retrying. System volumes, data volumes, removable media, clustered storage, and volumes undergoing conversion are handled under different BitLocker rules. Capture those fields with manage-bde -status instead of inferring them from the drive letter.
Changing raw disk contents, removing key protectors, or forcing a format is not a diagnostic response. Use the supported BitLocker management API or command that matches the intended operation after confirming the actual volume state.
