STATUS_FVE_SECUREBOOT_DISABLED
This result joins a BitLocker startup policy with the UEFI boot environment. It is not an ordinary disk failure: Secure Boot is disabled, so the protected startup conditions expected by BitLocker are not present.
Record the firmware Secure Boot state, boot mode, recent UEFI or boot-configuration changes, and whether protection was deliberately suspended for maintenance. Restore the approved boot policy or use the planned suspension/recovery workflow; do not remove recovery protectors to bypass the check.
Secure Boot enabled and Secure Boot policy changed are separate situations. This code describes disabled verification, whereas STATUS_FVE_SECUREBOOT_CONFIG_CHANGE indicates an unexpected policy change even when Secure Boot may still be enabled.
