ERROR_GRAPHICS_PVP_HFS_FAILED reports failure of the protected video path Hardware Functionality Scan. The scan validates security-relevant graphics functionality used to keep decrypted frames inside the trusted processing and output path. It is therefore different from a missing monitor capability or an unsupported OPM command.

Focus on the graphics stack and platform state: display miniport version, GPU firmware, protected-media components, recent virtualization changes, and whether the adapter is running through a fallback or remote driver. A retry after a clean graphics-stack restart can distinguish a transient initialization problem from reproducible hardware or driver validation failure, but applications should not downgrade protection silently when the content policy requires a validated path.
