STATUS_HV_INVALID_DEVICE_STATE

The device exists, but not in the state required for this operation

STATUS_HV_INVALID_DEVICE_STATE is a device lifecycle status. Hyper-V recognized the device or device-domain object, but the requested operation is not legal in its current state.

This commonly matters around assignment, unassignment, reset, surprise removal, pause/resume, and VM teardown. A management tool can hold a valid device ID and still fail if it issues an operation while the device is not attached, not quiesced, already being removed, or not yet fully initialized.

What to inspect

The device state immediately before the failing operation: created, assigned, mapped, started, paused, resetting, removed, or destroyed.
Concurrent management operations on the same VM or passthrough device.
Host PnP, IOMMU, and virtualization stack events around the transition.
Whether the operation requires the partition to be stopped, running, or quiesced.

Useful distinction

This is the state counterpart to STATUS_HV_INVALID_DEVICE_ID. Re-resolving the identifier may not help if the same device is still in a lifecycle state where Hyper-V forbids the operation.
