The CPU group exists, but it is not usable for this transition

STATUS_HV_INVALID_CPU_GROUP_STATE identifies a lifecycle problem in Hyper-V CPU-group management. The group ID may be correct, but the group is entering, leaving, quiescing, or otherwise in a state where the requested operation cannot be completed safely.
