A valid CPU group ID can still refer to a transitioning scheduler object
ERROR_HV_INVALID_CPU_GROUP_STATE distinguishes object existence from object readiness. The selected CPU group is known, but its current lifecycle or configuration does not permit the requested change. This commonly points to concurrent scheduler-policy updates rather than a malformed numeric ID.
Serialize create, modify, assignment, and delete operations for the group. Log the prior and requested processor masks, group state, and partitions assigned to it. Re-query after the transition completes; repeatedly submitting the same request during reconfiguration can extend contention and obscure which management component owns the state change.
