STATUS_PLATFORM_MANIFEST_NOT_ACTIVE

The platform authorization policy is not active

This status does not reject one particular manifest entry. It means the system has no Platform Manifest currently active for the authorization decision. The file may be missing, activation may have failed earlier, or the platform state may not select any installed manifest.

Trying different versions of the blocked application is unlikely to help until the system-level policy is restored. The first failure in the boot, servicing, or Code Integrity logs is more useful than later application errors that merely observe the missing authorization context.

What to inspect

  • Find the earliest Platform Manifest or CodeIntegrity event after boot or update.
  • Check whether the manifest file exists and whether its signature and structure validate.
  • Review recent firmware, Secure Boot, Windows Update, image deployment, and OEM changes.
  • Repair the operating-system or OEM platform package before retrying dependent software.
