ERROR_CLUSTER_RESOURCE_TYPE_BUSY means the resource type is already processing another operation and cannot accept the new request. This commonly happens during resource startup, failover, health recovery, or property changes.
What to check
- Identify the resources of that type and their current states.
- Check whether another management job, backup, or failover is using the same resource type.
- Use the cluster log to find the first operation that made the resource type busy.
