ERROR_CTX_LOGON_DISABLED

ERROR_CTX_LOGON_DISABLED means the user is not permitted to sign in interactively through the current Remote Desktop Services configuration. Membership in Remote Desktop Users alone can be overridden by user-right assignments or deny policies.

What to check

Verify the user or group is allowed to sign in through Remote Desktop Services on the target host.
Check for an overriding Deny log on through Remote Desktop Services policy.
Use Resultant Set of Policy or gpresult to determine which GPO is effective before changing local settings.
