ERROR_CTX_SHADOW_DENIED

ERROR_CTX_SHADOW_DENIED means a shadow (remote-control) request reached the target session but was denied by its permissions or remote-control policy. It does not indicate a general RDP connectivity failure.

What to check

Confirm that the administrator has the required rights on the Session Host and that the selected session is the intended user session.
Check the policy that sets rules for remote control of Remote Desktop Services user sessions, including whether user consent is required.
Use the current session ID returned by the host; a stale or disconnected session can lead to a different shadow error.
