ERROR_CTX_LICENSE_NOT_AVAILABLE

ERROR_CTX_LICENSE_NOT_AVAILABLE means the RD Session Host could not obtain an appropriate RDS CAL for the connection. It can be caused by an unavailable license server, missing CALs, a licensing-mode mismatch, or exhausted capacity.

What to check

Check whether the RD Licensing role is installed and activated and whether sufficient matching CALs are available.
Verify the Session Host has the correct license server and is configured for Per User or Per Device as appropriate.
Remember that Windows Server administrative remote connections are different from a full RD Session Host deployment; do not use this code to justify bypassing RDS licensing.
