The directory could not verify that a usable Global Catalog supports the operation
Global Catalog readiness is not equivalent to a server merely having the GC option selected. A candidate GC must hold and synchronize the required directory partitions and partial attribute data. Microsoft documents promotion failures where stale cross-reference objects or missing domain partitions prevent a DC from becoming a usable GC.
Inspect the GC verification and replication events on the selected server. Compare the Partitions container with the naming contexts actually hosted by the DSA, and look for orphaned crossRef metadata after removed domains or rebuilt domain controllers. The correct repair is to restore consistent directory metadata and replication; toggling the GC checkbox repeatedly does not resolve a missing or stale partition reference.
What to inspect
- Compare forest crossRef entries with reachable domain naming contexts.
- Run replication and GC readiness diagnostics on the candidate server.
- Clean stale domain-controller or domain metadata only after confirming the old objects will not return.
