Active Directory cannot derive the operation-master owner
Each FSMO role is associated with a role object and an fSMORoleOwner reference to the owner’s nTDSDSA object. If mandatory configuration state for this calculation is missing, AD cannot decide where a single-master update may originate. That is more fundamental than an RPC timeout to a known owner.
Focus on configuration and role-object consistency. A failed promotion or forced demotion, deleted NTDS Settings metadata, or configuration-NC replication problems can leave one DC with a different view of role state. The correct recovery depends on which objects are missing and whether the former DC still exists.
What to inspect
- Identify the role involved and read the role object plus
fSMORoleOwneron multiple DCs. - Verify that the referenced NTDS Settings object exists and that the configuration NC is replicating successfully.
- Use supported metadata cleanup and transfer/seizure procedures for retired DCs rather than recreating system objects manually.
