The target domain lacks the required native-mode semantics
Some security-principal migration operations depend on directory features that are unavailable in mixed-mode domains. SID-history insertion is a clear example: the destination must support the attribute and the associated auditing and authorization checks. This status is about the destination domain operating mode, not the workstation running the migration tool.
Verify the destination domain functional mode and the versions of all domain controllers that participate in the operation. Determine whether the workflow is an in-forest cross-domain move or an inter-forest migration using SID history; their prerequisites differ. Raising domain mode is a forest-wide operational decision with compatibility implications, so do not change it solely to clear one error without checking legacy DCs and applications.
