AD LDS rejected a request to lower its configuration-set functional level
An AD LDS configuration set is the LDS equivalent of a replicated directory forest for behavior-version purposes. The configuration-set level is represented through directory behavior metadata and constrains the capabilities expected of participating LDS instances. A requested downward transition can therefore be rejected even when the target value looks numerically valid.
Inspect the current msDS-Behavior-Version on the Partitions container and the Windows Server versions of every LDS instance in the configuration set. Do not edit the value directly with ADSI Edit; Microsoft documents service startup failures caused by unsupported manual behavior-version changes. Use documented component and version-transition procedures and verify replication before attempting another change.

- Read the configuration-set behavior version from the Partitions container.
- Inventory every AD LDS instance and its supported behavior level.
- Undo unsupported manual attribute edits before retrying service startup or level changes.
