VSS_E_CLUSTER_ERROR VSS could not enumerate clustered disks or place them into cluster maintenance mode. The cluster state needs to be fixed before a consistent VSS backup can proceed.

What to check

Review System and Failover Clustering events together with VSS Application events at the failure time.
Confirm that the disks are online, healthy, and owned by the expected cluster role, and that the cluster can enter the required maintenance state.
Check CSV and quorum/storage health before retrying; a generic VSS restart does not correct a cluster-storage problem.
