VDS_E_DMADMIN_SERVICE_CONNECTION_FAILED This HRESULT is specifically about the provider-to-Logical Disk Manager administrative service connection. It is not a generic network-connectivity error and does not describe a connection to a SAN target, iSCSI portal, or remote VDS client. The failing boundary is inside the legacy Windows disk-management stack used by the VDS provider.

What the VDS state means

Because the provider cannot establish that administrative connection, object enumeration or state-changing operations that depend on Logical Disk Manager may be unavailable. The correct evidence is service/provider logging and the scope of affected dynamic-disk operations. Disk presence in Plug and Play does not prove that the LDM administrative path is healthy.
