VDS_E_PACK_OFFLINE
VDS_E_PACK_OFFLINE is a pack-level failure, not just the state of one volume. Microsoft’s VDS documentation states that a pack containing the volume is not accessible and that all volumes in an offline pack are inaccessible. VDS also maps volumes in an offline pack to failed volume status.
Diagnose the dynamic-disk pack as a unit
Foreign packs are documented as always offline until the import workflow creates or selects the online pack. In other cases, the pack status can reflect missing disks or provider state. Bringing one visible volume online cannot repair a pack-level relationship among dynamic disks.
What to verify
- Query pack properties and enumerate all member disks before changing disk state or importing foreign storage.
- Determine whether the pack is foreign, incomplete, or unexpectedly offline on a machine where it was previously active.
- Follow the VDS import or pack-management sequence appropriate to the pack instead of operating on a single drive letter in isolation.
