VDS_E_DISK_NOT_ONLINE means that at least one specified disk is not online. This differs from VDS_E_VOLUME_NOT_ONLINE, which describes the state of a volume object, and from VDS_E_PACK_OFFLINE, which makes every volume in a dynamic-disk pack inaccessible.

Identify the offline object at the disk layer

The useful diagnostic is the disk identity passed to the VDS operation and its state at the time of the call. If the workflow uses several disks, treating the first visible disk as the culprit can miss another input member. Bring a disk online only after establishing why it is offline and whether shared-storage or SAN policy requires that state.
