VDS_E_DISK_NOT_IMPORTED This HRESULT reports a failed member of a dynamic-disk import/migration. It is more specific than VDS_E_IMPORT_SET_INCOMPLETE: the latter rejects an incomplete input set, while VDS_E_DISK_NOT_IMPORTED says a disk in the import source pack did not make it through the import.

What the VDS state means

Foreign disks are offline to configuration and I/O until they are imported into the machine primary disk group. The VDS foreign-disk procedure therefore treats pack membership as a coordinated operation. A failed member can leave the caller needing to re-enumerate packs and disks to understand the actual post-operation state rather than assuming the whole pack rolled back unchanged.
