This status is about establishing temporary flag ownership. Microsoft documents that if applicable flags are already set, the caller must clear them first and then call SetFlags again with bRevertOnClose=TRUE. VDS cannot safely promise to restore a previous state when the requested temporary flags overlap attributes that were already active before the new lifecycle began.

Why this state matters

The distinction protects preexisting configuration. A client that simply records “clear all flags on close” could remove an administrator- or provider-established read-only, hidden, or shadow-copy attribute. Capture the initial flag mask and perform the documented clear/set sequence only when the application is authorized to manage those flags.
