VDS_E_REPAIR_VOLUMESTATE This HRESULT is documented directly on IVdsVolumePlex::Repair. That method repairs a fault-tolerant volume plex by moving bad members to good disks. Microsoft states that the error can be returned when the plex or volume is inaccessible, or when the plex status is not one of the repair-eligible redundancy failure states.
What the VDS state means
The method is asynchronous and takes an array of VDS_INPUT_DISK records describing candidate disks. A repair request therefore has two independent areas to validate: the current volume/plex state and the replacement-disk inputs. Retrying the same repair without re-reading plex status can repeatedly target a state that has already changed through recovery or failure.

VDS_VOLUME_PLEX_PROPimmediately before repair and record status, health, transition state, size, and member count. - Confirm the containing volume is accessible and not incomplete; the Repair documentation lists incomplete volume and disks already used by the volume as separate failures.
