VDS_E_DISK_NOT_MISSING This HRESULT is a state-precondition failure. VDS exposes disk status and pack membership, and some pack maintenance operations specifically act on disks that the dynamic-disk configuration records as missing. If the target disk is present or has another status, a “remove missing disk” style operation is not valid for it.

What the VDS state means

The important distinction is between a disk that is offline and a disk whose dynamic-disk state is missing. Microsoft’s Disk Management troubleshooting guidance treats “Offline or Missing” as related but diagnostically distinct conditions: a missing disk was recently available but can no longer be located or identified. The correct state must be confirmed before removing metadata for a missing member.
