VDS_E_TARGET_PACK_NOT_EMPTY

A VDS pack is a disk group containing disks and volumes managed by a software provider. Pack migration is not simply a file copy between two containers: moving disks changes pack membership and can be used when converting disk formatting or importing foreign dynamic disks. Some migration paths require the destination pack to begin empty so the arriving disk configuration defines its storage relationships without colliding with existing pack content.

Why this state matters

The right first step is to enumerate the target pack itself. The pack object exposes separate disk and volume enumerations, so “it looks empty in Explorer” is not meaningful evidence. An unmounted volume, a disk without a drive letter, or provider-managed metadata can still make the target nonempty. Choose or create the correct destination pack instead of deleting arbitrary access paths.
