VDS_E_ASSOCIATED_LUNS_EXIST

This is a topology precondition on IVdsIscsiTarget::Delete. The hardware-provider API requires all LUNs to be disassociated from a target before the target can be deleted. The restriction protects the relationship between an exported target and the logical units presented through it; deleting the target first would orphan configured presentation state.

Why this state matters

The appropriate repair is not to remove a Windows drive letter or filesystem mount point. A LUN-to-target association exists in the storage subsystem/provider model. The target object must be queried and its LUN associations changed through the relevant hardware-provider operations before deletion is retried.
