WININET_E_REDIRECT_FAILED

WININET_E_REDIRECT_FAILED means that WinINet could not follow a redirect. Microsoft documents two important cases: the redirect changes to an unsupported scheme, or the allowed redirect attempts have been exhausted.

Why a redirect loop is not the only cause

A valid HTTP response can still fail this way when a target changes protocol in a way WinINet cannot handle, when policy blocks a transition, or when the redirect chain repeatedly changes request context. The original status code alone is therefore insufficient.
